On October 1, 2008, Courtney Sharp began work as the city’s chief executive, leading a workforce of over 900 employees and an annual budget of $167 million. Courtney earned his Bachelor of Political Science with an emphasis on Public Administration from West Texas A & M University. He is also a graduate of the Texas Tech Certified Public Manager’s Program.
Robert Patrick serves as the City's Assistant City Manager. Prior to his appointment, he served as the City of Midland's General Services Director and Assistant to the City Manager. Patrick graduated from Western Governors University with a Bachelor of Science degree in Business Management. He received the Barney Knight scholarship from the Texas City Managers Association in 2000 and earned his Certified Public Manager designation from Texas Tech University in 2003. Patrick has more than 20 years of experience in municipal government including procurement, facility construction and renovations, grant writing and administration, asset management, fleet management, and capital planning. Robert served as President of the Panhandle City Management Association from 2002-2004, has been a member of the Texas Water Utility Association, the National Association of Fleet Administrators, the Texas Municipal League Small Cities Advisory Council, and currently serves on the Diesel Technology Advisory Board for Midland College.
Morris Williams Jr. is a native Midlander and has worked for the City of Midland since 1999. He has worked at all levels during his career with the City of Midland, and currently serves as an Assistant City Manager. Prior to his appointment to the post on November 1, 2018, Williams most recently served as Director of Solid Waste. Williams earned his Bachelor of Science in Organizational Management from Lubbock Christian University in 2004 and his Master of Business Administration from The University of Texas of the Permian Basin in 2011. Williams is a proud member of Alpha Phi Alpha Fraternity, Inc. and enjoys watching sports and jogging in his free time.
Marcia Bentley-German serves as the City’s Assistant to the City Manager. Marcia came to us with more than 13 years of Federal, State and University System Government experience to include administration, procurement, project management, grant writing and supported employment. Marcia holds a Bachelor of Science degree in Psychology and a Master’s degree in Higher Education Counseling from Georgia Southern University. Marcia enjoys traveling and staying competitive in fitness and athletic type events.
